I spent the past year researching the animal shelter situation both in Oakland and elsewhere in the U.S. I have interviewed over 100 individuals from government, the humane community, rescue groups and animal services departments. I have learned that “no kill” is an achievable goal.

Los Angeles No Kill Animal Shelter Proposal” Animal Shelter City

Charlotte presented her 54 page report to the City of Oakland at the end of May 2005.
I propose that Oakland be transformed into a “no kill” city, making it a nationwide leader in animal welfare, lowering taxpayer costs (it can cost up to $250 in the U.S. to hold a shelter animal for euthanasia and dispose of the body) and saving animal lives.
